Most public and private sector owners have sufficient internal resources and expertise to handle normal construction projects. But there are certain types of projects where they need outside help.  These projects typically involve big dollars, complex design and construction issues, and heightened public, political, and shareholder scrutiny.  These projects are also typically delivered through design-build, EPC, and public-private partnerships - processes where many owners have limited procurement, contracting, and contract administration experience. Capital Project Strategies provides owners with this help.

Capital Project Strategies was founded in 2007 by Mike Loulakis, who is both a civil engineer and lawyer.  After practicing construction law for almost 30 years with Wickwire Gavin, P.C., a nationally-recognized construction law firm, Mike concluded that the industry needed a specialized consulting firm that could provide multi-disciplinary advice to owners building capital projects.  Specifically, he believed that projects would benefit from the owner having an outside commercial advisor, helping to bridge and integrate the various interests and points of view among an owner's procurement, engineering/construction, and legal departments. 

This vision proved to be true.  Since our founding, we have had the privilege of providing services to owners on a wide variety of complex public and private sector projects - particularly in the transportation, water/wastewater, and industrial sectors.  We are typically retained at an early stage of the project to help the owner's team determine the most appropriate strategy for delivering and procuring the project. We then help the owner's team implement that strategy, often by developing the procurement and contract documents and participating in the procurement process as evaluators/advisors.  Once the project is procured and being executed, we provide periodic help to the owner's project management team as issues or questions arise.

 

In creating Capital Project Strategies, Mike made a strategic decision that he would be personally and intimately involved in each engagement.  Doing so would ensure that the client was getting seasoned, experienced, and cost-effective advice.  Consequently, Capital Project Strategies serves a limited number of clients and works on a limited number of projects.  Stated simply, we want to work for clients and on projects where we can provide value.

 

Finally, while our core business is working for public and private owners, it is not the only work that Capital Project Strategies does.  Because of his experience, Mike is often engaged as a project neutral to serve as a mediator, arbitrator, or DRB member on discrete matters and projects.  He is retained by owners, contractors, and engineers to provide expert peer reviews on specific issues confronting a project.  Mike also provides business advice to contractors and engineers on an as-needed basis, particularly as they assess launching initiatives in the design-build or public-private partnership arena.
